So Sir Edward is talking about abrogating part of the treaty (which is what the Withdrawal Agreement will be).

That's Arts.39-41

These provide for amendment or modification (Sir Edward's not talking about voiding the entire treaty)

Art.40 is about modifying multilateral treaties (which this is)

Art.40(1) says "Unless the treaty otherwise provides, the amendment of multilateral treaties shall be governed by the following paragraphs"

Since the WA does provide on modification of the backstop (Art.20 of the Protocol), those rules apply
