New @HumanRightsCtte briefing paper on the changes to the lockdown laws just published. Raises concerns and makes 3 recommendations committees.parliament.uk/writtenevidenc…
I will summarise the report, which I contributed to in my role as specialist advisor to the committee, briefly:

1. There is a real concern over the legal clarity and confusing public communications of the lockdown
2. There have already been a number of wrongful convictions relating to the lockdown regulations. The recommendations are
(a) to urgently review the 16,000 or so fixed penalty notices that have been issued
(b) introduce a right of review/or appeal for fixed penalty notices
3. The government lockdown reviews by the Health Secretary have potentially been deficient as they appear to focus on necessity not proportionality - recommendation
(c) to introduce a mandatory proportionality review as in the Welsh regulations
4. The engagement with and scrutiny by parliament of these draconian restrictions has been almost non-existent. Recommends
(d) introduction of a more rigorous process for amending the regulations which involves Parliament more meaningfully
