Patient Zero was a night duty manager reported feeling ill on May 25. However, 5 of the original 7 guards, all from contractor Unified Security, soon returned positive COVID-19 tests. They spread the disease to their families in the northern and western suburbs of Melbourne.
What does this mean?

- The article points the finger at DHHS officials for failed infection control
- It wasn't badly behaved rogue security guards
- It hadn't been spreading in the community since May
- There were very little cases in early June because spread hadn't taken off.

- Moment of bad luck compounded by big family networks in multilingual Melb communities.
- The original Keilor Downs cluster & Coburg Eid family didn't really kick off the wave. It would have been the "North Melbourne" family cluster & the second KD family cluster.
Poor contact tracing definitely hasn't helped, and to be honest Victoria never truly got rid of community spread e.g. "routine testing". However this also points to the personal responsibility argument. Security guards and their families flat out refused to isolate.
It's both a failure of personal responsibility, but also economic insecurity: security guards were likely subcontracted and having to work other jobs e.g. uber drivers.
This suggests something like this could have happened in other states just as easily, it was just compounded by the demographics of the security guards, bad infection control and poor contact tracing
One last thing: I don't think "all of the spread" comes from Rydges. There were other clusters and other examples of community spread/"routine testing" going on during this time in random areas of Melbourne, and it wasn't like other states where community spread was gone.
