New Ontario Govt guidance on School Outbreak management ontario.ca/page/operation….
...recognizing that it is largely up to local Public Health Units: even though Gov defines what is an outbreak, it is the PHUs that call the outbreak and determines what measures to follow. Summary👇
Outbreak = 2 or more confirmed cases in students and/or staff WITH AN EPIDEMIOLOGICAL LINK within a 14-day period. PHU determines epi links and determines which cohorts are high risk contacts.

Outbreak over = at least 14d from last outbreak case and 0 further symptomatic indiv
Schools responsible for reporting probably/confirmed cases to PHU and MoEd

PHUs responsible for determining if outbreak in a school exists, managing outbreak, declaring outbreak over

Schools responsible for preventing cases, cooperating with PHUs, maintaining accurate records
Key: schools should not report all instances of ill individuals to the PHUs ... this means that if there are a bunch of kids with absences that are unconfirmed, there is no clear mechanism mandated to track absentees.
[NARRATOR]: schools should carefully monitor absenteeism
Schools/school boards must post info on website re: confirmed cases (noting that there is currently ~half of tests have a turnaround time over 24h in Toronto to confirm a case).

PHU advises if a class, cohort, or school should be closed
If a child becomes ill during school, they need to be isolated and sent home, and parent/student should "follow guidance of health care provider" and siblings or other household members must also follow guidance of health care provider.
[NARRATOR]: There is no guidance for HCP.
If parents test positive, children should stay home and isolate for 14 days, but guidance acknowledges that Public Health would give instructions.
Individuals who test positive must remain in isolation for 14 days.
[NARRATOR]: This is inconsistent with evidence of close to zero infectivity after 9 days from onset of symptoms.
***All classmates are considered high risk of exposure, and thus directed to isolate (and recommended to get tested), presumably for 14d. Negative tests do not change the requirement for isolation nor shorten isolation period.
[NARRATOR]: 1 case in class shuts down class for 14d!
Suspected COVID-19 but negative test: returns to class >24h after resolution of symptoms.
Avoid medical notes or proof of negative tests as a barrier on return to school.
