In 1959 a federal employee prepared a brief summary of the Gold Butte allotment area. Four permittees were then using the area for grazing; none of them were Bundys, Leavitts, Jensens or anyone related to Bundy.

The same employee completed this report in 1955 which shows five individuals utilizing a portion of the former Bunkerville allotment. One is David Bundy, Cliven’s father, and one is a Leavitt. The report does not include numbers of livestock or note water rights.

In 1956, the report shows seven grazers. Bundy was grazing 95 cattle, while Adams had 132. There was a total of under 500 cattle being grazed on the former Bunkerville allotment. Bundy’s represented roughly 1/5th of them.

We can determine from these reports that: 1) Bundy was not the only or “dominant” grazer, nor were any relatives. 2) Any water rights were shared and/or distributed among the grazers. 3) Bundy had no claim to all the water rights in the allotment.

4) Neither Bundy nor his relatives were utilizing the Gold Butte area as late as 1955.

Since Bundy now claims the entire Bunkerville and Gold Butte allotments as his, stating historical use as evidence, his claim fails. Even for the Bunkerville allotment, his claim fails.

David Bundy was merely one of five or six individuals grazing cattle in the 1950s. It is highly doubtful that he spent his limited time on the weekends (he had a full-time job) developing springs for stock watering. Nor was he the only one using the springs in the area.

This 1965 document shows that Cliven’s father was one of several cattle owners utilizing the Lake Mead Recreational Area, under federal permit, for seasonal grazing.

There are three implications we can glean from this document:

1) There was insufficient forage on the Bunkerville allotment for more than 500 cattle. 2) David Bundy paid the federal govt. for the privilege of grazing in two areas. 3) D. Bundy collected his cattle annually.
