I'm getting really tired of MP's that don't seem to understand how the government works? Let's talk briefly about Bill c-213 by @NDP@MPJulian and why it is important to pass in parliament, what it does, and why it is written the way it is.
First what is a "Private Members Bill", this is a bill, brought forward by an individual sitting member of Parliament. In Canada, there are limits on the scope of what the bill can do, and most importantly, such a bill CANNOT contain provisions on spending. This is important.

The bill sets a COMMITMENT to pass a seperate bill, that separate bill would be the one to actually enact pharmacare, the bill is written this way because of the above limitations, c-213 can't deal with funds, so, it loopholes this
