In the Senate, “rural vote is worth more than urban vote” rule is more visible. Wyoming (population 577k), North Dakota (760k) and South Dakota (882k) send 6 Republican senators and California (38mil), New York (20mil) and Illinois (13mil) send 6 Democratic senators.
Territories like DC (672k) and Puerto Rico (3.5 million), who would likely elect Democratic senators, have no representation.
