She talks about consultocracy. External social protection promoters draw from notions of neopatrimonialism to dismiss African states as capable of effective policy making.
Very interesting presentation on Zambia from Neo Simultanyi from center for policy dialogue in Zambia. He argues that to talk about social protection, need to talk about poverty itself, and transfer amounts have to be meaningful (which they are not). Very low coverage as well.
