The state department will no longer issue visas to pregnant immigrants who are traveling to the U.S. to abuse our birthright citizenship laws.

From Summary of the Rule: "This rule establishes that travel to the United States with the primary purpose of obtaining U.S. citizenship for a child by giving birth in the United States is an impermissible basis for the issuance of a B nonimmigrant visa."

It "codifies a requirement that B nonimmigrant visa applicants who seek medical treatment in the U.S. must demonstrate, to the satisfaction of the consular officer, their arrangements for such treatment & establish their ABILITY to PAY all costs associated with such treatment."
As for presumption: "Under this rule, if a consular officer has reason to believe a B nonimmigrant visa applicant will give birth in the United States, the applicant is presumed to be seeking a visa for the primary purpose of obtaining U.S. citizenship for the child."
