The Executive Secretary #NCDMB, Engr. @wabote_simbi earlier today, delivered a speech on “Capable local Organizations to participate in the development of the country resources is critical issue, what will be the vision regarding this aspect? at the #NigeriaPetroleumSummit

Participation of local organisations in the development of a country’s resources is very critical as it is an essential ingredient for any nations that wants to create a thriving economy for its population. - Engr. @wabote_simbi

For Local Organisations to actively participate in the development of a country’s resources can only become a reality if it is hinged on the adoption of Local Content philosophy. - Engr. @wabote_simbi

For any country to achieve sustainable Local Content practice, there are five (5) key parameters required to be in place namely: i) Regulatory Framework, ii) Gap Analysis, iii) Capacity Building, iv) Funding & Incentives, and v) Research and Development. - Engr. @wabote_simbi

One of the key provisions in the NOGICD Act is that First Consideration shall be given to Nigerian Operators in the award of blocks and licenses, Nigerian goods and services, and in the employment and training of Nigerians. - Engr. @wabote_simbi

We set aspirational targets as contained in our law. The NOGICD Act has set minimum targets in 278 services across oil and gas value chain to enhance local capacity development. We have used this to drive and encourage investments. - Engr. @wabote_simbi

Based on our monitoring of the industry, we have moved Nigerian Content to 30% from less than 5% before the advent of the local content law. Two years ago, we launched our 10-year Strategic Roadmap to move Nigerian Content in the oil and gas to 70% by the year 2027. @wabote_simbi

Since the Act came into effect, we have developed two (2) world class pipemills and five (5) pipe coating plants, grown fabrication capability to over 60,000 metric tonnes per year, and have capacity to carry out over 80% of engineering design in-country. - Engr. @wabote_simbi

We have created over 30,000 direct jobs, delivered close to 9 million training manhours, awarded over 90% of contacts to Nigerian-owned businesses, witnessed the growth of successful indigenous operators, and put in place facility for FPSO integration – the First in Africa!

The NCDF has been deployed to the following areas:

a. Launch of the $200million Nigerian Content Development Fund in partnership with the Bank of Industry

b. Ongoing development of Nigerian Oil and Gas Parks Scheme as manufacturing hubs in six states.

c. Construction of the new 17-storey headquarters building and 1000-seater international conference center.

d. Partnership with project promoters in the establishment of modular refineries, LPG terminals, manufacturing of LPG Cylinders, and others.

e. We have also become self-funding and exited the yearly budget request from the treasury to support our programs. - Engr. @wabote_simbi

A sustainable Local Content practice requires that the right regulatory framework is put in place, regular gap analysis and the setting of targets for gap closure. - Engr. @wabote_simbi
