QUESTION: Estonia’s President @KerstiKaljulaid recently visited Washington to discuss the “Three Seas” agenda. What is that? We asked Three Seas Initiative @3seaseu to explain. Follow this thread for the answer.

ANSWER: “The #ThreeSeas is a regular cooperation format that brings together 12 European Union member states between the Adriatic Sea, the Baltic Sea and the Black Sea: Austria, Bulgaria, Estonia, Croatia, Lithuania, Latvia, Poland, Romania, Slovakia, Slovenia, the Czech Republic

and Hungary. The partner countries of the Three Seas are the United States and Germany.

What was initially a presidential level political forum is now an initiative, which brings together political leaders with the business community of the region, international financial institutions and potential investors.

The Initiative aims to advance faster development of the region with a special focus on infrastructure, energy and digital interconnectivity. The Three Seas Investment Fund has been created to stimulate the progress.

The initiative was launched as a response to the legacy of the traditional division of Europe into East and West. In terms of infrastructure, the Central and Eastern Europe lags behind Western Europe.

A legacy of the Cold War and the Soviet-dominated Warsaw Pact means that most of its infrastructure runs east to west, stymieing greater regional interconnectedness. The co-operation format of Three Seas is looking to correct that flaw.

All in all the Three Seas seek to accelerate the development of energy, transport and digital infrastructure to increase the region’s economic growth, reinforce its economic resilience and further the vision of integrated, cohesive and undivided Europe.”
