Its intensity tells us the temperature at its average emission height: about 210 K. That indicates it's emitted at approximately the tropopause.

Virtually all 15 µm radiation from the ground is absorbed in the atmosphere. The 15 µm radiation which makes it out of the atmosphere was nearly all emitted by radiatively active gases within the atmosphere.
