Do you see that great, big, green notch, centered on 15 µm? That's the effect of CO2 in the atmosphere, absorbing nearly all 15 µm radiation emitted from the ground:

Its intensity tells us the temperature at its average emission height: about 210 K. That indicates it's emitted at approximately the tropopause.

Virtually all 15 µm radiation from the ground is absorbed in the atmosphere. The 15 µm radiation which makes it out of the atmosphere was nearly all emitted by radiatively active gases within the atmosphere.
