The Programme is meant for the entire Gold Mining Belt in Nigeria; Osun State in the SW is a key player, and one of two pilot States.
According to @fmmsdngr, Nigeria has licensed two gold refineries so far, one is in Ogun State, the other in Abuja.

Going to do a blogpost about this matter of PAGMI and how, contrary to conspiracy-theorizing, it’s NOT “Resource Control for the North”. There are strong parallels between oil and gas mining and solid minerals mining in Nigeria, with some differences of course. Nothing sinister.
