The #coronavirus crisis is becoming a fiscal disaster for America’s states and localities. States are facing at least a half-trillion-dollar budget shortfall. Essential services risk being crowded out by everything from pension obligations to mandatory federal entitlements.

Governments are are now desperate for aid, but Congress has been wary to send additional financial support. How should governments aid each other in this time of crisis? What are the right policy solutions when budget shortfalls intersect with chronic overspending or insolvency?
