@NoahShachtman 1/9 Democrat mayors Koch & Dinkins (1978-1993) presided over a catastrophic crime problem in NYC. But then Republican Mayor Rudy Giuliani and Police Commissioner Bill Bratton took over, and cut the NYC murder rate by 55% in just four years:

@NoahShachtman 2/9 Giuliani & Bratton reduced the NYC murder rate so much that it lowered the overall American murder rate by a statistically detectable amount. (President Clinton shamefully tried to take credit for that improvement.)

@NoahShachtman 3/9 There is no reason at all that the Giuliani / Bratton success story cannot be replicated in Chicago & Detroit, and in every other dangerous American city -- no reason, except politics.

@NoahShachtman 4/9 If black lives really mattered to Democrats & BLM, they wouldn't be undoing the reforms which saved so many lives in NYC. Instead, they would be campaigning for crime-infested cities to replicate NYC's successful reforms, to make them safe places to live and work.

@NoahShachtman 5/9 So, how did Giuliani & Bratton do it? They didn't defund police! Just the opposite: they gave NYC police the resources to excel. They put cops in closer touch with their communities, with neighborhood policing, and they aggressively fought ALL crime, including petty crime.

@NoahShachtman 6/9 It's famously called the "broken windows" approach to law enforcement. It was VERY successful.

To discover how they did it, you can start by learning from the man they learned from: Charleston, SC's remarkable late Police Chief, Reuben Greenberg.

@NoahShachtman 7/9 Chief Greenberg's pioneering police work was the model for the extraordinarily successful Bratton/Giuliani reforms in NYC, and similar reforms in LA and some other cities, which drastically reduced crime rates.

This is Chief Greenberg's book:

@NoahShachtman 8/9 Here's the Publisher's Weekly review:
publishersweekly.com/978-0-8092-436…

"During Greenberg's tenure as chief of police of Charleston, S.C., crime has been reduced so sharply that residents jokingly call their city Saintsville. In this rousing call to action against crime, written…"

@NoahShachtman 9/9 Chief Greenberg's work saved a lot of black (and white, etc.) lives. But you won't find BLM promoting Greenberg-style police reform, because black lives aren't what matter to BLM.
