Looking into some Mega Drive rerelease stuff, as you do, and there's some real oddities. For instance, excluding plug-and-play systems, The Ooze- by Sega Technical Institute- has only ever been rereleased... on Sonic Mega Collection (JP GC & Plus)
It seems Sonic Mega Collection was intended to include a couple of other non-Sonic games too, specifically Vectorman and Monster Lair. Gems Collection would get Vectorman 1 & 2 (as well as the Streets of Rage trilogy and Bonanza Bros. but only in Japan)

The other weird one is Wrestle War, which has only ever been rereleased once, on the infamous Sega Smash Pack. That's some rough sound emulation, eh?
It's weird that this even showed up in that Smash Pack- that pack was US-only, but the Mega Drive port of Wrestle War was only released in Japan, Europe and Australia.
See if you can figure out why the cover was changed for the Western release.

Other oddities: presumably for licensing issues regarding vehicles, the Mega Drive versions of After Burner II, Super Hang-On and OutRun have never been rereleased.
OutRun 2019, Jewel Master and Arrow Flash are games Sega have licensed out for plug-&-play units but nowhere else
