My answer:
Legalizing Marijuana could possibly help in decriminalizing it particularly since it is fairly common.
We already have licensed vendors in Rajasthan selling bhang. In places like Banaras and Rishikesh the Hindu 'holy' men openly smoke it. I have never known anyone of them locked up like Rhea Chakraborty.
In other parts of the country every third pan vendor sells it. If we have over 30 million using it, there must be a huge distribution chain. India has licensed production of opium poppy in MP and Rajasthan.
I think licensed vends and smoking places could be the way out.
