I have spent years observing rural hinterlands, seeing the damage done by these FCRA NGOs. They need to shut shop asap! Dubious conversion mafia run most NGOs followed by those in Dilli who want to influence policy making.

You say NGOs supporting scientific research will be penalized, I assure you none of that will happen. Those doing good work will always be supported so stop firing from their shoulders. Collaborations can be done outside of NGOs & according to law too. Believe me we do that
NGOs can function however, when monies come with intention to change demography or influence our policy which was mostly the case, it needs to be reigned & we are happy that Govt albeit very late has done that at least now. The spirit of cooperation will continue sans above areas
Yet to come across a NGO which is working in science research & if present they form less than 1% of the NGO landscape today. I am sure govt can look into this aspect separately and help them but to use them as yoke & ask for status quo is nonsense. It will be opposed vehemently
We know exactly where & why sub-granting was being used. I ask those who drafted this letter to see the returns filed by all the FCRA NGOs. It is quite clear that it is a racket run to pilfer monies for the purpose of conversions.
The govt at least now has taken steps to stop it
Those who enter NGO should do so in altruistic manner. It is not a career spot for a MBA to be the CEO of a NGO. It should be meant for activists who want to create a change in society and help people Pro Bono.

Your 9th para is nonsense, as i do not see science organizations as NGOs at all. If yes, they can ask for exemption and i am sure govt will be more than willing to oblige them help people.
Today banking is universal, nothing wrong in opening an account in SBI Dilli if govt asks
India has highest per capita philanthropy, to use phrase like "limited domestic philanthropy" shows VANI has no understanding of ground realities in India. Indians have biggest heart and have opened their purses to good work whenever it is from credible source.
