Monitoring Foreign Funds - NGOs
India’s Foreign Contribution Regulation Act ( FRCA ) , which was formed in 1976, is felt by officials as out dated in present day situs. For years India has known that foreign funded organisation have been indulging in subversive activies.
Following Kargil , Shri Vajpayee appointed a group of ministers to review national security system. Observing that foreign funded activities was THE major threat to internal security and realesed in 2001 a revision
It wants Ministry of Home Affaires to monitor to control the flow of funds into the NGOs
Yet taking action against these NGOs has still not been realised cause it was framed as “ religious persecution “ by the global nexus of Christianity operating in India.
Attempt to r visit 1976 FCRA act is still resisted by strong Christian bodies, which lodged a protest against GOI in international commissions
BBC in 2003 said “since many NGOs belonged to the minorities any action against them would led to an out cry”.
This was after 800 NGOs black listed in N.E.
However when UPA in 2010 took over all the policies were relaxed.
The money inflow increased dramatically as revealed by the Home Affairs .
World vision - ₹2,560 million
Caritas India - ₹ 1,930 million
Church auxiliary of social action - ₹960 million
Believers church India ( kerela) - ₹ 770 million
Incidentally the two top foreign recipients amoung social service movements were Sri Sathya Sai Central Trust and Mata Amritanandamayi Math, the combined received by the both does not even match the last from the above.
There is a correlation between foreign funds and secessionist/separatist and/or violent evangelical activities.
Thus Tamil Nadu received a whooping ₹ 16,096.40 million. As foreign funds to the Christian NGOs this was in 2005.
The tip of the ice berg was revealed when ₹7.5 crs was misused by a small CSI church, which individuals received ₹27.6 crs for tsunami rehabilitation and also when the Bishop was charge sheeted for receiving ₹153 crs for financing the Kudankulam protest,
which was again seen as persecution of Christian minority community by the international commissions
The administrative Reforms Committee (ARC) headed by veteran congress leader Veerappa Moily, had suggested to Home affairs to minister all funds above ₹10 lacs,
and proposed an amendment in FCRA act
2008 India Today reported that more than 9000 NGOs have not submitted their financial report going to a tune of ₹ 70,000 crores
The top donors to India are
World vision USA
Gospel for Asia USA
Fundacion Vicente Ferrer, Spain
The top 15 donors are all Christians NGOs.
Did you know since 2008 TN has seen a rise of 200% in NGOs.?
