The recent change has been SWPLs and Christians adopting Africans. Funny discrimination from SWPLs who fly 8,000 miles for a black kid rather than drive 8 miles to select a war/AIDS orphan over an abandoned black American.
The foreign adoptions come with massive tax breaks for the families. Churches also use their missions as a way to procure kids. They already feed and educate the kid. They know who is an orphan or what sub-Saharan mom can be induced to give up a child.
No one would do this if there was a supply of white babies and if blacks could just learn to take care of dey keedz
