Are there racist terror groups? Of course.
An ideology alone does not create a terrorist.
In theory:
A terrorist must unlawfully use violence or the threat of violence to influence those beyond the immediate area to achieve a political, religious, ideological, or monetary goal.
Acts attributed to "Antifa" are localized and not designed to influence policy. Not influencing those beyond the immediate area.
Legally:
Membership in an any org without participation in an illegal act is protected speech. Only foreign orgs can really be designated.
