People have the right to protest, govt has to give all the protestors a platform where they can highlight their grievances. BUT, This comes with clauses and conditions set by the establishment
After much aggitation, Govt agreed to allow protestors hold a tractor parade in Delhi but forwarded some conditions like pre-decided routes and also explicitly stated that the tractor parades would only be allowed once the Republic Day parade is over.
These conditions were set keeping in mind the security situation. After the Republic Day parade, all the personnel deployed for security would be rediverted for bandobast at tractor parades within 45 minutes.
But as we see, hooligans or someone would call them "protestors" went against the agreement (bw protestors and the govt) of entering the city after the Republic Day parade.
