Joe Biden had a cheat sheet of all the reporters with numbered circles by the ones he was supposed to call on.

This isn't just a seating chart. It's a #CheatSheet that shows not only which reporters Resident Biden will call on, but also the ORDER in which they will be called.

We can't see the whole sheet but four numbers are visible: 1, 5, 8, & 9.

Here's where those reporters sat.

And the circled numbers were NOT written on the #CheatSheet as the conference went on.

Here are two frame grabs taken between the end of the 3rd question, and the start of the 4th, that show all the circled numbers were already written on the sheet.

Here are the reporters on the #CheatSheet that we could see with circled numbers. As per their numbers, they were in fact the 1st, 5th, 8th, and 9th reporters called.

Notice that Biden is not even looking at them.

And here are the four circled reporters from the #CheatSheet shown again with their relative positions in the room.

Resident Biden knew the questions in advance and had prepared answers for all of them.

This is most evident on the question about North Korean missile launches.
