The draft constitution was getting formulated in the constituent assembly during July-Nov 1946, and the merger of states was still in progress. During in this time, Pandit Nehru had remarked that it was the individual state's decision whether to continue with monarchy or not.

However, it was tumultuous times for the country with partition and creation Pakistan. The constituent assembly had to accommodate for these changes. The major influence of this was, the continuation of the influence of the Government of India Act, 1935.

Initially, it was contemplated that princely states could be separate Constitutions. But due to the monumental work by Sardar Patel and agreement of the Hindu Rajas in acceding to united India, amendments were proposed to make princely states at part with other British Provinces.

The draft constitution had a provision for reservation of minorities in legislature. However, the drastic changes due to Partition led to a change in opinion. The Advisory Committee responsible for this almost unanimously decided there shouldn't be reservation in the legislature.

BRA had advocated a memorandum by Kazi Syed Karimuddin which wanted election of ministers by the House based on "proportional representation", i.e., RESERVATION! But Pandit Nehru and a Hindu leader N Gopalaswami Ayyangar ensured that would not happen:

BRA expresses his role in the preparation of the Constitution quite succinctly here. Their role was to just faithfully draft the parts recommended by other committees! Yet, "Draft Constitution" figures as one of his “Writings” in "Ambedkar’s Writings and Speeches"! What a farce!
