Facebook saw a high membership overlap between Stop the Steal and Proud Boys and militia groups.

Facebook concluded "designation differences" in its own policies stopped it from enforcement against Stop the Steal and Storm the Capitol groups.

Facebook here admits what activists- particularly from international contexts where there has been violence associated with social media and from minority groups on the receiving end- have argued for years.

Facebook will test new techniques to counter coordinated harm in Ethiopia and Myanmar.
