What limits it is the CO2 removal rate from the atmosphere. Removal rate is largely a function of atmospheric CO2 level. The higher the concentration, the faster natural processes remove CO2.
That fact, alone, guarantees CO2 level must plateau unless emissions accelerate.

That's very basic systems science. It is a simple negative integral feedback system. When CO2 level rises to the point that the removal rate equals the emission rate, the level stops rising.

For CO2 between ≈300 & 1000 ppmv, the major processes which remove CO2 from the atmosphere are roughly linear functions of CO2 level, so their sum is linear, too.
That relation can be determined from historical data. It is:

Our current emission rate is about 5 ppmv / year. If that rate held indefinitely CO2 would plateau at:
(5 / 0.0233 ) + 295.1 = 510 ppmv
