6 months ago the Audit and Compliance Committee commenced the 2021 fiscal year which included a number of initiatives including the Research Compliance program. Here is an overview of the program.
Interim research compliance officer Jennifer Kirchner presents the programs foundation:
Cathy Bodnar covers upcoming steps for the program.
The program aims to determine any existing gaps that can be remedied, according to Bodnar.

On coverage analysis: Kirchner says there are already many processes in place. The programs goal is to join these into one central process.
Another program priority includes financial conflicts of interest. Next steps include developing a policy to identify and address potential conflicts.

Aaron Galeener, interim chief executive officer of health plan services, will present the health plan update presentation.
Membership is expected to grow and exceeds the set budget by approximately 50,000 individual memberships, according to Galeener.
On Medicaid managed care in cook county:
Now discussing the specifics of different memberships. Growth initiatives address various populations and what each one entails. More here:
Medicaid coverage has expanded in certain areas, such as Medicare coverage for members 55+ according to Galeener.
Continued focus areas of the health plan services includes marketing and finance initiatives. These will be elaborated on in upcoming slides.
There are areas on the South and West sides that have areas for growth, Galeener says. Interventions based on attrition areas will take place to make network changes. The goal is to encourage growth in health services.

Around $45-50 million has gone towards initiatives since 2020. Those completed initiatives are outlined here:

Utilization and outcomes are now being covered. Galeener says to keep in mind this data does not include any risk, which hopefully will be included in upcoming published data.
2019 v 2020 data shows how the Covid pandemic affected acute admits.
Additional comparisons include pharmacy scripts. This trend shows slower utilization than the year prior. This shows that increasing membership includes lower utilization of services from newer members Galeener says.
Some committee members show concern about this trend.
Part is due to the demographic. More younger adults and kids are coming into the plan. This trend can be attributed to lower health concerns among younger individuals compared to an older demographic, Galeener responds.
Moving on to CountyCare Covid vaccination rates. Around 40% of vaccine eligible members received at least 1 dose of the vaccine. This is lower than the city wide vaccination rate, but is somewhat higher among member counts.
Galeener elaborates on vaccine incentives and initiatives. Starting Aug 1 members can receive $25 loaded to their OTC card if they receive at least 1 vaccine dose.
Vaccine incentives are taking place nationwide. They may help increase vaccination numbers, but some say otherwise. Read more here:

On MoreCare membership: trends have been affected my Covid and is broken down month by month.
On financial measures: administrative costs will be re evaluated and possibly lowered.
Attempts to drive sales leads during open enrollment is underway, Galeener explains. Sales within different facilities aim to drive sales growth as well (see CSNP, ISNP and ESNP) rows.
Galeener also says there is lots of room for network growth. Three areas that will be closely monitored for growth is chiropractor, orthopedic surgery and radiation oncology.
Galeener notes that member experience is not included in the MoreCare STARS summary, but surveys will be conducted to fill such gaps.
Key activities under STAR include both ongoing and quarterly ones.
Important activities and milestones from the second quarter of 2021 are discussed. Galeener emphasizes there is gaps for improvement will be addressed.
