The Oct-Nov Sikh Genocide didn't came as a response to Indira Gandhi's assassination, but was alredy planned long before Bhai Satwant Singh, Bhai Beant Singh ad Bhai Kehar Singh brought Indira to justice. (1)
A well-planned genocide of the Sikhs "Operation Shanti" was already ahead aiming at killing as many Sikhs as possible. The assasination of Indira Gandhi gave momentum to the plan that Indian State and its Hindu majority had in mind in response to Sikh resistance. (2)
As soon the reports of Indira Gandhi's death spread, Hindu politicians started instigating the crowd against the Sikhs by raising anti-Sikh slogans and hate-mongering. As per the reports, the very first Sikh to be attacked was a young trainee surgeon named Swaran Preet Singh. (3)
A bystander claimed to had earlier witnessed Delhi's senior Congress leadership--comprising of H.K.L. Bhagat, Lalit Maken, Sajjan Kumar, Dharam Das Shastri and Arjan Das--leaving the hospital around 4 p.m. Soon afterwards, the planned attacks on the Sikhs in the area began. (4)
While, Doordarshan TV openly broadcasted Indira's corpse, Hindu politicians and crowd surrounding the dead body could be seen and heard shouting "Khoon ka badla khoon" (Blood for blood). False rumors continued to be propagated to underpin and incite the attacks on the Sikhs. (5)
"Oct-Nov Sikh Genocide" was far from being a spontaneous expression of "madness” and popular "grief and anger" at Indira's assassination as made out to be by the Indian authorities and Hindu majority. It was an outcome of a well organized plan to exterminate Sikhs. (6)
Hindu politicians organized, armed and incited the mobs to kill Sikhs and destroy their properties and Gurudwara Sahibans.
Witnesses have testified that these mobs would seize Sikhs, beat them ruthlessly and burn them alive. (7)
The live cremation, notoriously known as "the garland treatment," consisted of throwing a tire around a Sikh's neck, dousing them with kerosene and setting them alight. Sikh men were scalped, women were raped, residences were looted and gurduaras were razed." (8)
Police idly stood by observing the massacre, and evidence suggests that orders for inaction came from the higher echelon of the police hierarchy.
As per a senior police officer who testified before the Misra Commission substantiate the mass organization of the pogroms:

The waves of the Genocide" were felt across India in Delhi, Jharkhand, Madhya Pradesh, Haryana, Uttarakhand, Bihar, Uttar Pradesh, West Bengal, Himachal Pradesh, Rajasthan, Orissa, J & K, Chattisgarh, Tripura, Tamil Nadu, Gujarat, Andhra Pradesh, Kerala and Maharashtra. (10)
