🚨Here are the new face covering regulations. The old ones were revoked in July. Obligations for businesses and individuals. In force tomorrow 4am

The Health Protection (Coronavirus, Wearing of Face Coverings) (England) Regulations 2021

Here is the explanatory note

"3(1) No person may, without reasonable excuse, enter or remain within a relevant place without wearing a face covering."

"4(1) No person may, without reasonable excuse, use a public transport service without wearing a face covering."

Similar if not the same to the last lot of face covering regulations. Again, a list of reasonable excuses including suffering from a disability or experiencing "severe distress", eating or drinking... not hugely strict.

Businesses have legal obligations to display signs - hope they are ready by 4am tomorrow!

Rule against businesses preventing someone wearing a face covering

No rule against singing silly songs on the tube I see

The usual enforcement powers available - charging with criminal offence, directing someone to put the face covering on, fixed penalty notices of £200 or £100 if paid within 14 days, raising to £6,400 for 6 offences

£500 fixed penalty notice if a business doesn't put up signs

Here are the "relevant places" face coverings must be worn
Shops
Enclosed shopping centres
Banks etc.
Post Offices
Cars used for driving tests

But not in pubs, restaurants etc.
No mention of night clubs but that doesn't mean you have to wear a face covering there - the list in Part 1 is exhaustive.
The Part 2 "not" list isn't exhaustive
I don't really know why they need a "not" list as it's confusing

The new guidance confirms the government takes a wide view of what a "shop" is - includes estate agents, hair salons, takeaways where no food is consumed on the premises...
