Delhi CM @ArvindKejriwal is furious over PM Modi remark on freebies. Here is what I had highlighted about Delhi government in March 2020 which was published in Economic Times Oped.
1. Delhi’s per capita debt is worse than backward states like Bihar. 1/n

2. Capital expenditures are slashed to meet the funding requirements of subsidies. Will this create a sustainable economy?
3. Government’s financials are not transparent and various liabilities are not provided. 2/n
4. Basic budgetary exercise was not done and 2019 budget included same figures as 2018 in various major heads!
This has been carried forward in 2022 budget as well! 3/n
Now the reality of much touted healthcare.
Number of hospitals in Delhi decreased from 95 in 2014-15 to 88 in 2021-22. Source- Delhi govt. budget documents. 4/n
Fiscal health and revenue surplus gimmick.
Delhi is a revenue surplus state even since 2004-05 when Smt. Sheila Dixit ji was CM. As a matter of fact, Delhi recorded revenue deficit in 2021-22 and surplus has consistently come down. Will CM dare to comment on fiscal position? 5/n
Lets see the education sector.
i. No. of educational inst. has come down and enrollment is almost same as 2014.
ii. No. of teachers for primary till secondary schools has reduced.
iii. Investment on education as % of overall exp. almost remained at 2014 level. 6/n
Transport
i. Number of fleets coming down consistently.
ii. Fleet utilisation %ge has also come down. Double whammy😞
iii. Daily average passenger coming down consistently. How will Delhi fight the air pollution and traffic issue sir? 7/n
Power sector
i. Govt. exp. in energy sector has come down. How the CM is planning to create/replace the infrastructure without capex?
ii. Money diverted on subsidy-रेवड़ी. In other words CM is reaping the benefits of infra created by previous govt. at the cost of our future. 8/n
Free water
i. Financial statements and audit report of Delhi Jal Board (DJB) have not been published after 2018. Is there any scam in DJB?
ii. What is the status of loan taken by DJB which was more than Rs. 26,000 crore as per the balance sheet available on the website. 9/n
Public image makeover
C&AG bashed Delhi govt. over advertisement expenditure. CM knows how to keep everyone (incl. fourth pillar) happy and he does it very well.
