(They don't absorb or emit IR.) So they aren't "greenhouse gases."
But they do have an effect, by changing absorption/emission spectra of other gases, via pressure broadening.

There's no persuasive evidence it's in the least bit harmful, but it's not zero.

It acts as a dye, which "colors" the atmosphere in the far IR. Even 0.004% would have a large effect.

Where they go off the rails is with their baseless belief that rising CO2 levels are harmful. The scientific evidence is compelling that rising CO2 levels are beneficial, not harmful.
