Covid has shown us implicit civil liberties can be easily violated if there is enough fear and manufactured consensus. Revanchism aside, we must make sure this never happens again.
Our rights need to be made explicit.

Patients have a right to be with their families. No more visitation restrictions, saying last goodbyes to loved ones over FaceTime or communicating through intermediaries.

Patients have a right to normal social interactions and in-person care. No more forever masking, forced telemedicine or surface-level minimalist care.
They deserve face-to-face time.

Children have a right to a developmentally normal education and proper social interactions.
Remote schooling is not schooling. Period.
Masking impedes learning and thus must be abolished.
Their right to education should trump the unfounded anxieties of adults.

No forced medical treatments or vaccination. I don’t care what the lEgAl pReCeDenT is. Set a new one.
Nobody should lose their job, college admission, athletic privileges, business or livelihood over a vaccine mandate.

Freedom of movement is freedom of movement. No vaccine passports or having to explain to an employer or school you were out of the country.
No biosecurity borders.

No public or private mask mandates. Community masking doesn’t work and even if it did, nobody should have the power to demand you cover your face.
For healthcare facilities go back to pre-2020 standards.

Health information is confidential including when your recent PCR test was, how many vaccines you’ve had or how many times you’ve been infected.
That’s between you and your doctor.

Social distancing should be considered a violation of freedom of movement and association. Building capacity limits should be based on fire code not made up metrics on viral transmission.

I’m sure there are others but this is a decent start at codifying the rights of patients & citizens, and protecting them against the tyranny of public health & and the medical industrial complex.
