The same pilot programs (in Bosnia and Herzegovina, Colombia, Indonesia, Kenya) are developing strategies for spreading propaganda ("peace-building narratives"), brainwash ("empower") youth ("to be more resilient to harmful content"), train hackers, and spin journalists.
