Back in March, Republican Senator Tommy Tuberville of Alabama put a "hold" on top-level promotions in the U.S. military. Now more Senators have started using a little-known rule that allows a single member to block presidential nominations that require confirmation.

Tuberville opposes a Pentagon policy to pay travel expenses for any service member who needs abortion care while serving in a state that bans or severely limits the procedure. About 250 promotions are stalled.

Last month, Democrat Joe Manchin of West Virginia began opposing nominations to the Environmental Protection Agency. He's protesting a proposal to cut power plant gas emissions.

In the past week, Independent Senator Bernie Sanders of Vermont promised to hold up health nominations until the Biden Administration comes up with a plan to reduce drug prices.

And Republican J.D. Vance of Ohio says he will block Justice Department nominations. He's protesting the indictment of Donald Trump.
There are parliamentary ways to overcome a hold, but they often fail to get the necessary support in the Senate, which is almost evenly divided.
