Is the “military the only way” to safeguard our country from an illegitimate, unconstitutional regime?

See above, there is no listed or known “NSPM 32” - but I found it, randomly buried on the VA website.
It was signed on January 13, 2021, a week before Trump left office.

This is the “situation” describing the necessity for NSPM 32.

The only thing I could find even CLOSE to Presidential Critical Information Requirements (PCIRs) are CCIRs “Commander Critical Information Requirements” which are for Commanders in MILITARY OPERATIONS.
