Here is how I made this frame and numerous tips for you:

First things first, you want to remove the unnecessary stuff from your screenshot
Luckily, most of the websites have a solid color as a background, so grab the shape tool of the same color and draw over elements you want to remove
Pre-compose to make things easier and create the same color background
Now you can mask out any element and move it around
Make sure to set masks to the Subtract mode on the main layer, so the element is not duplicated
Now create a null object, link everything to it, and position it nicely

I also decided to add a thumbnail
Tip: set the anchor point to one of the corners of the image (tip: hold Ctrl to make it snap) and align that corner. Then Scale the image until it fits (tip: hold Ctrl to increase Scale by 0.1 to make it perfect)
Once you are done, create another null (because it will be centered) and link the old null to the new one
Now you can Scale the new null to add some life
