It was Fukuyama and his Stanford Censorship Squad plotters who convinced NewsGuard's CEO to bill its censorship technology as mere humble "Middleware" to be integrated into all tech platforms on the Internet to kill opposition political speech:

Basically, after Brexit & the 2016 Trump election, the CIA was pissed at its own complacency from buying Fukuyama’s “end of history” pitch, so Fukuyama set out to please his overlords w/ new “democracy” reasons to censor the Internet & win elections for globalism shills again.

Everywhere Fukuyama went — books, panels, think tank fellowships, university centers, even random book forwards for other authors — Fukuyama was relentless: THE PEOPLE are the biggest threat to democracy, especially when they are free to speak.

“A Loaded Weapon” Fukuyama called free speech on the Internet after Brexit, the Trump election, the Bolsonaro election & the Modi election.

Giving the people free speech at the speed of the Internet is like democracy shooting itself in the head, he argued.

Of course, Fukuyama & his CIA buddies, his State Dept mentors, his RAND Corporation Trustee pals, his Carnegie fellows & his Stanford Censor Squad amigos all have a very different definition of "democracy," as you know by now:
