Amos J. Hochstein is an American-Israeli businessman, diplomat, and lobbyist. Currently the Deputy Assistant to the President and Senior Adviser for Energy and Investment under U.S. President Joe Biden
If you ask the IDF, you’ll find he was a tank crewman in the Israeli army but his dual US - Israel citizenship changed all that. Hochstein became the broker for the maritime dispute between Israel and Lebanon involving natural gas exploration rights in the eastern Mediterranean.
In March 2017, he joined Tellurian, a private Houston-based LNG company, where he served as SVP Marketing until his departure in Sept 2020. He served on the boards of the Atlantic Council and U.S-India Business Council and was a former MOSB of Ukrainian Naftogaz until Oct 2020
Aug 2021, US Secretary of State Antony Blinken appointed Hochstein as the Senior Advisor for Energy Security, and Special Presidential Coordinator for Global Infrastructure and Energy Security. He currently also leads Biden's Partnership for Global Infrastructure and Investment
Fair to say that Biden is listening to Hochstein like his investment depended on it; what are the odds Hochstein who was in Ukraine in the oil & gas sector, where Biden left few squeletons, is now projected as a deal broker to revitalize the Gaza Gas Marine project.
A 2019 paper by the UN Conference on Trade and Development suggested that there are substantial oil and gas reserves in Palestinian land and waters and that some of the gas discovered in the eastern Mediterranean could belong to the Palestinians.
However, the paper said, "Israel has begun to exploit [the resources] for its own benefit, while these resources may be considered shared resources, whereby the oil and natural gas exist in common pools."
What we know so far from his visit to Israel is that companies have already expressed interest in the development of the project Gaza Marine project.
There have been suggestions that this gas is the reason for the war between Israel and Hamas...
...with the Israeli government eyeing control of the Gaza Marine field.
Still, the U.S. has now signalled the gas belongs to the Palestinian people and is theirs to exploit. For that to happen, however, peace must be restored.
We of course will be following the development of what seems to be a juicy business which we hope will benefit the Palestinian people and not a few well-known corrupt senior officials of the Palestinian authority.

Perhaps the answer to this question lies in the 42 USC §17337. United States-Israel energy cooperation which according to the US Congress is in the highest national security interest of the United States to develop covered energy sources
