A 2008 Oxford paper by Mihar Bitar entitled "Unprotected Among Brothers" shows that, under him, a two-state solution would be (1) Palestine for Palestinians AND also (2) Israel for Palestinians.
Bitar denied Israel's right to exist when he wrote: “Israel’s rejection of [Palestinian] right to return remains the main obstacle to finding a durable solution.” He asserted that “direct responsibility falls on Israel to allow for repatriation.” rsc.ox.ac.uk/files/files-1/…
Bitar wrote that he sees Israel’s **very existence as a state** as the historical event that led to Palestinian refugees, not the war started and lost by Arab armies. He writes Israel’s “political existence as a state is the cause for Palestinian dispossession and statelessness.”
As @jonathans_tobin reported in 2021, at Georgetown, when Bitar was a leader of SJP, "he organized a conference of the Palestine Solidarity Movement at which he ran a session on how to demonize Israel & appeared alongside speakers who praised terrorism against Jewish targets."
Biden appointed Maher Bitar to be senior director for Intelligence at the NSC, despite reporting by @Kredo0 of the Free Beacon in 2021 that Bitar "spent years at the forefront of efforts to boycott Israel and danced in front of a banner calling Israel an apartheid state."
Bitar also pushed Russia Gate, per @jonathans_tobin: Bitar “served as general counsel for the Democrats on the House Intelligence Committee, where he worked closely with Rep. Adam Schiff ... to promote accusations that Trump was guilty of collusion with Russia...

Weird claim by Bitar at Oxford in 2009: "the cause of the Palestinians’ protracted exile" is "the dissolution and disappearance of an internationally recognised political entity to which Palestinians belong." What is he talking about? (1/2)
What entity? The Ottoman Empire? The British Mandate? There was no Palestinian national entity to dissolve. The real cause of the protracted problem is UNWRA, which perpetuates refugee status on purpose to weaponize it. Bitar had worked at UNWRA so saw that and contributed to it.
