🧵Just before 2 p.m., an election observer noticed a panel on tabulators in Milwaukee's central count weren't properly closed. The panel that wasn't closed contains tabulators' on/off switches. They were supposed to have been locked in the morning

After discovering the issue, Milwaukee election chief Paulina Gutierrez went from tabulator to tabulator with representatives from both parties to close lock those panels.

"If it would be tampered with, it would completely turn off..that would be very evident," Gutierrez told me

"I don't think it was tampered with. I think it was just a mistake," Milwaukee County GOP chair Hilario Deleon told me

Ann Jacobs, a Democratic WEC commissioner who's here, said this: "Elections are run at the municipal level and at this point, it is up to the Milwaukee Elections Commission and city attorney's office to decide what their plan is, in light of what's happened."

Some of the tabulators have slots for USB drives, but the tabulators would pick up if anybody had inserted a USB drive onto them and exported anything. The observers I spoke with say they noticed nothing awry.
