Battle was already serving a life sentence for killing his wife, a US Marine.
Battle, was given a chance at the end of his trial to ask jurors to spare his life. Instead, he told them that Washington “died like a dog.”

These are Federal inmates. On Federal death row. (Not state) and Yes, Biden absolutely CAN pardon them.
And to clarify, the Democrats calling for pardons have not references specific cases, instead advocating, blankly, for pardoning/reducing the sentence of the "40 inmates on death row"
Few more comments, why it is taking so long to execute these men:
As of 2021 it takes an average of 233 months, thats right, more than 19 years!) from sentencing to execution.
Due to the many, many, levels of appeal, often costing taxpayers millions of dollars.
