The Declaration of the Rights of the Child was adopted by the UN in 1959. Convention on the Rights of the Child treaty was recognized in 1989 by most UN member states and entered into force Sept. 2, 1990. Russia is a party to it.

The Declaration's 4 guiding principles:
1. Principle of non-discrimination;
2. Principle of right to life, survival, and development; 3. Principle of doing what is in the best interest of the child;
4. Principle of meaningfully engaging and respecting children's views.
