The whistleblower has held “high-level security clearances” and worked in the Department of Defense, the Department of Energy, NOAA, and the Intelligence Community.

Geoengineering projects haven’t just been happening secretly.
They’ve been happening illegally.
In 2020, President Trump signed an Executive Order to “halt taxpayer-funded climate change initiatives, federal grants for solar radiation management, stratospheric aerosol injection, and other geoengineering technologies.”
The whistleblower told Nicole Shanahan that “the programs haven’t stopped—they’ve just been rebranded.”
The whistleblower revealed that the network of geoengineering projects is “far more advanced and coordinated than the public has been led to believe.”
Hundreds of millions of taxpayer dollars have been funneled into geoengineering.
The University Corporation for Atmospheric Research, a “nonprofit consortium of 130 colleges and universities [that] manages the National Center for Atmospheric Research on behalf of the National Science Foundation,” has received $230 million+ in federal grants.
In a 2023 webinar, NOAA even publicly disclosed “$1.2 million to solar radiation research.”
But secret geoengineering projects go back much farther than 2023—decades farther.
The government has been conducting geoengineering projects for 50+ years.
“Our government has been investing in weather modification for over half a century … with almost no public oversight.”
A 1979 report described nearly 100 projects including “hurricane manipulation, radioactive and electromagnetically enhanced fog dispersal, microwave chaff deployment, supersonic ice nucleation, and conventional cloud seeding operations.”
In a 1964 congressional hearing, Senator Clinton Anderson exposed a “chilling warning” by Dr. John von Neumann, a member of the Atomic Energy Commission:
“Weather manipulation, not the ICBM, would be the ultimate weapon for the protection of the free world.”
Shanahan slammed the “obsession with weather control” as the product of a “militarized, industrial mindset.”
That mindset is precisely what President Eisenhower warned about in his 1961 farewell address:
“The total influence [of the military industrial complex]—economic, political, even spiritual—is felt in every city, every state house, every office of the federal government.”
“In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.”
The advanced tech used for geoengineering is not just a potential weapon of “environmental warfare.”
It could also be a tool for “psychological manipulation.”
Geophysicist and environmental scientist Dr. Gordon MacDonald warned Congress in 1964 of the potential “use of electromagnetic frequencies to influence human brain activity.”
Dr. MacDonald warned of “global-scale manipulation of neurological states, provoking erratic behavior, disrupting cognition, and generating widespread adverse psychological effects.”
Geoengineering projects aren’t just funded by the deep state.
Big Oil and “elite private foundations”—including Bill Gates’ Fund for Innovative Climate and Energy Research (FICER)—fund them too.

Keith: “You could spray sulfuric acid in the stratosphere 20km over our head, and use that to stop the planet warming up.”
“You start with a fleet of modified business jets and, say, 20,000 tons of sulfuric acid into the stratosphere every year.”
“We put 50 million tons of sulfuric acid in the air now as pollution, and it kills a million people a year worldwide.”
Colbert: “But it’ll be better if we put more in?”
Keith: “We’re talking about 1% of that.”
Colbert: “1% more. We’re just killing 10,000 more people.”
“What happens to the sulfuric acid after it’s sprayed?”
Keith: “It rains down, but it’s a tiny addition to what we’re already doing.”
Colbert: “Is there any possible way this could come back to bite us in the ass?”
“You ever look at those planes up there?”
“They have contrails behind them … maybe they’re actually spraying chemicals into the atmosphere right now, and Uncle Sam isn’t telling us.”
Keith: “It seems extremely unlikely—”
Colbert: “That the United States is not telling something to its citizens? That seems extremely likely to me.”
