The Full Council Meeting started at 7 p.m. with council president Maggie A. Lewis from district 5 introduced councillor Brienne Delaney for the recitation of the Pledge of Allegiance and prayer.
Reverend Mindie Moore from St. Luke's Methodist Church introduced by councillor Delaney recited her prayer at the meeting.
“We pray that the conversations, the decisions made, and the questions asked would be guided by humility and care for the people of our city.” - Rev. Mindie Moore
Councillors unanimously passed proposal no. 59 by recognizing February as American Heart Month and February 5th as National Wear Red Day.
Proposal No. 3 was passed 24-1 with the reappointment of Hergott to the Metropolitan Development Commission.
Councillor Jesse Brown opposed the reappointment stating, "My constituents are blowing me up every single day talking about data centers.”
Proposal no. 4-7 were passed for the reappointments to the Metropolitan Zoning Appeals Board (divisions 1-3).
Anthony Cherolis and Craig Pinkus were appointed to the Fatal Crash Review Team.
Proposal no. 11 was passed unanimously with the approval of $200,000 in public purpose grants for the Drug Free Communities Fund.
Proposal no. 12 was approved for IMPD to lease a 27,000 sq. ft. office space on North Keystone Avenue.
Councillor Keith Hart raised concerns about Park Indy stating, “Why doesn’t the responsibility lie with ParkIndy to remove snow from metered spaces?”
Todd Wilson, director of the Department of Public works, replied that, "The agreement with Park Indy does not address snow removal. I think next time we will entertain that in the new agreement with park Indy."
Councillor Brown gave his remakrs stating, "For the record, I’m very opposed to ParkIndy. I wish we didn’t privatize our parking . I'm probably the biggest ParkIndy hater."
Proposal No. 14 passed with due recommendation to the Public Works Committee.
Councillor Brown commented that, "This proposal increases enforcement to protect vulnerable road users.”
Proposal No. 15 passed authorizing up to $50 million in stormwater revenue bonds for flood control and water quality projects.
13 speed 25 mph speed limit proposals were introduced and referred to the Public Works Committee.
Proposal no. 31 was voted by the full council 9-0 with a due pass recommendation.
Councillors Brown and Delaney requested to be added as co-sponsors to the proposal.
In closing, councillor Keith Graves stated, "I wanted to take a moment to acknowledge that February is Black History Month and Black Americans have made significant contributions to our country and to right here in Indianapolis, and I'm going to honor that legacy."
Council president Lewis officially adjourned the meeting after the chair of the council honored former council members who had passed.
Letters of condolences bearing the council seal and the president's signature will be sent to each family.
