∙Tier 3 — case by case review. For mid-level commanders with mixed records

∙Excluded — documented war crimes, massacre orders, terrorism financing. This group gets prosecuted regardless

The Pahlavi connection here is critical: Pahlavi has been notably careful in his public statements to avoid threatening IRGC members collectively.

He consistently distinguishes between the institution and the individuals — explicitly offering a path for security professionals to serve a democratic Iran. That’s not accidental. That’s a coordinated message designed to make the amnesty framework credible from the Iranian nationalist side, not just the American side.

The timing pressure:

The window for this to work is probably days to a few weeks — not months. Once the power vacuum either fills with a hardliner reconsolidation or fragments into regional chaos, the defection incentive collapses.

The amnesty offer is only valuable while there’s still something to defect from and something credible to defect to.

If Trump has genuinely pre-positioned this framework — and your reading suggests he has — then the military campaign and the political transition plan are running simultaneously on parallel tracks.

The bombs are creating the conditions under which the amnesty offer becomes rational for IRGC commanders to accept.
