The gist of the report is "Defense" Department, as "reorganized" by Nelson Rockefeller, has become a gigantic munition business conducted at the expense of the taxpayers & yielding profits of fabulous billions to.. p 207
4) In 1948- they switched the name from Dept of War to the Dept of Defense. This "name change" later created the Military Industrial Complex and host of new agencies within the Department.
