3/ On July 5, 2011, Director Dennis McKee of CBP's Fines, Penalties and Forfeitures Division renewed the Visa Waiver Program carrier agreements for three Epstein corporate entities:

4/ Three years after his guilty plea.
Three years after his sex offender registration.
Four years after a federal grand jury subpoenaed records from these same aviation entities.
While 30+ of his victims were still fighting in federal court for the right to be recognized as victims.
5/ The federal license enabled an immigration-services apparatus that ran for at least 9 years:
Universal Weather (Houston) filed ESTA applications "on behalf of" foreign-national passengers [EFTA02419638]
Lesley Groff handled ticket purchases & passport intake [EFTA02147338]
Darren Indyke (Epstein's lawyer) tracked the compliance gaps (EFTA00432025)
6/ In February 2013, Epstein wrote to a 25-year-old Lithuanian woman:
"come the 27 meeet bill gates the 1st" [EFTA00953723 ]
Lesley Groff booked her flight on Virgin Atlantic. She entered the United States on the federally renewed VWP authority. She was housed at Epstein's apartment for 5 days.justice.gov/epstein/files/…
7/ After the visit, Epstein wrote to her employer about the methodology of his interaction with her — in his own words:
"I asjked her to write a paragraph in front of me so she couldnt call anyone or send for help." [EFTA01901604]
That sentence is in the federal record. He wrote it himself.
8/ The operation also ran:
-A dedicated immigration attorney managing 5 simultaneous visa tracks (2012–2019) [EFTA00987605]
-Karyna Shuliak's green card mailed to the attorney's office [EFTA00947562]
-A 910-day asylum case (Newark) [EFTA01006862]
-FBI-documented sham marriages: $10K–$20K to marry Russian women for status [EFTA01245649]
9/ The Visa Waiver Program is reciprocal. 42 partner nations admit U.S. citizens visa-free in exchange for the U.S. admitting their citizens under the program's terms.
The women routed through Epstein's federally licensed carriers came from those partner countries:
UK. Lithuania. Luxembourg.
10/ Each of those governments now has a question to put to the United States:
Why did you license a registered sex offender to transport our citizens into your country — after your own pilot acknowledged his status to your border agency in writing?
The Visa Waiver Program operates on trust.
11/ The federal record establishes that the trust was misplaced.
