@DNIGabbard's disclosure of labs in Ukraine is nothing new to those of us whom have been paying attention. While many accounts have done terrific research on organisations like Metabiota, Black & Veatch, and specifically on the DTRA operations in Ukraine, I will focus on a much more recondite organisation, an IGO named The Science & Technology Center in Ukraine ("STCU"):
1. What is the STCU? The STCU was an organisation founded by the US, Canada, Sweden, and Ukraine in 1995. The STCU has many multinational agreements, not just from the US. However, the STCU is distinctly different than some of these private entities as it is specifically designed to employ former Soviet scientists and weapons developers to conduct new research:
2. Beginning in 1996, the US Department of State began funding of the STCU.

4. As mentioned earlier, other nations are also involved in funding the STCU:
5. However, the bulk of STCU's agreements are with various US federal agencies, not just DoW (D) and HHS:
6. So, what is the focus of the STCU's research? Much of their research as targeted towards bio-security:
7. Specifically, the STCU employed more than 2,000 ex-Soviet biological weapons specialists in over 440 projects related to biotechnology, agricultural science, and medicine. Again, most of which was funded by the US government:
8. Funding for many of these Ukrainian labs was practically non-existent prior to the 2000s:
9. However, funding over the last 20 years increased substantially as more programmes of Soviet origin were allocated funding from the STCU and other US institutions:
10. In conclusion, the USG has funded multiple CBRN/NBC entities operating in Ukraine, many of which employed Soviet scientists who developed chemical, nuclear, and biological weapons to use against the West.
It goes without saying that greater mechanisms are needed to scrutinise to where our federal funding goes, because this thread is just a scratch on a much deeper, larger surface.
