So apparently if California made donor information avail to all intentionally, no violation. Only some donor info...violation. huh?
A key part of holding is risk that CA can't keep donor info secret. But neither can #IRS. So all nonprofit data collection is unconst.
Why limit to donors? Mgrs, employees can also be "harassed." Unconst for any gov't to ever collect names of anyone who works for #Kochs?
