The 'reflection' here is that the photo is staged to look like an existing public photo. The photo is a literal reflection, but also a real photo that reflects an earlier public one.
A reflection would violate NAT SEC rules (irrelevant here because POTUS is ultimate authority) but if it looks exactly the same as an existing photo then no secret information has been disclosed so then it wouldn't violate rules which are based on disclosing information...
(no new info = no disclosure = no violation)

The picture is real and proves that Q is in direct contact and being directed by POTUS.
Their enemies are being trolled because the picture is staged in a way that it proves this to supporters while providing no evidence that could be used against them.
The time is not ready for a full public reveal but this provides evidence for people who are ready to believe.
This follows the classic pattern of a Trump setup where he tells a small lie so that the "fact checkers" will deliver his message for him.
The picture is made to look like a fake so that shills will spread "Q debunks" which will be allowed through by the censors thus spreading awareness of Q.
